It is a gift presented to the respected Comrade Kim Jong Un by Belgium Branch of the Association for Friendship with the DPRK in November Juche 103 (2014).

The gift was made at a British company which specially manufactured famous cups and ornaments. 

Taking it as his greatest honor to present the gift on behalf of the Belgium Branch, the chairman of the Association for Friendship with the DPRK said that the respected Comrade Kim Jong Un showed his extraordinary ideological and theoretical wisdom and excellent art of leadership and his ardent loving care for people and his noble personality guiding the general affairs of the country and received endless respect and admiration from the progressive peoples of the world as well as Korean people.
