Having seen at close range the respected Comrade Kim Jong Un giving field guidance on the spot to the battle of rescuing flood victims by a helicopter unit of the Air Force of the Korean People’s Army, a flood victim in Sinuiju City said: 

“When we got off a helicopter, we were wearing raincoats or vinyl sheets in an attempt to be not open to rain. By the way, why, our Marshal was standing while caught in a rain. Thinking that as he was painfully anxious about people, he kept standing in such cold rain, we broke into tears.”
